Abstract

The high prevalence of stunting that has occurred in Mandau District over the past few years has become the basis for the emergence of an innovative stunting control program through Omasuka (Healthy Food Taxi for Toddlers). The purpose of this study was to determine the implementation of the Omasuka Innovation program in Stunting Control in Mandau District, Bengkalis Regency in 2023 along with its inhibiting factors. The theory uses the Van Meter and Van Horn implementation model. This research method is qualitative, with data collection techniques using observation, interviews and documentation analyzed using a qualitative descriptive approach. The results of the study concluded that; (1) The Omasuka innovation program has not been able to overcome stunting in Mandau District, where the prevalence of stunting has tended to increase over the past three years. The implementation of Omasuka, although it has been socialized, has not been carried out regularly because it still depends on the budget owned by the District, while at the Village level it is difficult to supervise. The target of the Omasuka program is targeted at toddlers indicated as stunting according to the village locus in 2023, and should be prioritized for toddlers from underprivileged communities. The Mandau District Government has made efforts to provide drivers, and also the involvement of stakeholders in mini workshops on overcoming stunting. The lack of support, especially from the private sector, is indicated by the absence of cooperation in overcoming stunting through the Corporate Social Responsibility forum. The social and customary conditions of the community who still trust non-health workers, poor sanitation and washing and toilet facilities, coupled with the economic conditions of the community who are not yet able to obtain nutritious food regularly, so that in the end the Omasuka program has not been able to provide a real impact on overcoming stunting in Mandau District. (2) Inhibiting factors include low interest of parents in bringing their children to the integrated health post, limited budget, minimal communication between implementing organizations in Omasuka and minimal understanding of the Integrated Health Post Cadres in the Subdistrict.
