Abstract
The high number of non-ASN employees in Mandau District can have an impact on the lack of efficient use of the budget due to the recruitment process which does not have clear calculations and considerations of needs. The theory used is Edward III consisting of communication, resources, disposition and bureaucratic structure. This research method is qualitative, with data collection techniques using observation, interviews and documentation analyzed using a qualitative descriptive approach. The results of the study concluded; (1) The implementation of Bengkalis Regent Regulation Number 91 of 2021 concerning Non-State Civil Apparatus Management has not been fully implemented in Mandau District. Communication regarding this policy has not been properly socialized so that until now there is still confusion in interpreting the substance of basic rights that do not include leave. The current condition of resources is 192 people from administrative, security, cleaning and driver staff, then although in terms of the regional financial budget the Bengkalis Regency Government is able to budget salaries, careful calculations are needed to determine the number of employees so as not to burden the budget. Good disposition has not been shown because this Regulation requires each regional head to calculate and distribute employees internally according to workload analysis and workload analysis, but until now there has been a recruitment of employees in Mandau District that is not in accordance with the education and skills needed. The bureaucratic structure is not yet clear because the standard operating procedures and calculation of the number of employees needed do not have a clear basis. (2) Inhibiting factors consist of lack of socialization of employees, high population in Mandau District, the absence of an effective employee performance assessment mechanism, then the practice of implications after the election of the Regional Head.
