Abstract

This study aims to find out and analyze Promotion Services through the State Civil Apparatus Information System (SIASN) at the Bengkalis Regency Education and Training Personnel Agency and what obstacles are obstacles in the promotion service. This study uses a qualitative method with a case study approach as a research strategy. The research infoman is 8 people. The results of the study show that the promotion service through the State Civil Apparatus Information System (SIASN) at the Bengkalis Regency Education and Training Personnel Agency as a whole has not run optimally, effectively and efficiently, this is because the apparatus is still not optimally carrying out its duties and functions where not all implementing employees understand the regulations that govern the use of the SIASN Application System. Then the lack of funds allocated for the effective implementation of this activity makes the implementing apparatus unable to maximize in carrying out activities. In addition, the work coordination that has been built so far with all stakeholders involved in providing ASN promotion services to improve transparent governance through good archive governance with the SIASN Application System is only held during service activities so that there are still several problems related to the ability of employees to use applications related to promotions through the State Civil Apparatus Information System (SIASN) at the Bengkalis Regency Education and Training Personnel Agency, including: 1). Availability of work facilities and infrastructure to support the State Civil Apparatus Information System. 2). Commitment of the leadership in organizing the State Civil Apparatus Information System services. 3). Good Discipline Enforcement against the organizers of the State Civil Apparatus Information System. 4). Lack of implementation of education and training of resources for the implementation of the State Civil Apparatus Information System.
