Abstract
Employee attendance is an essential tool in human resource management. Detailed and comprehensive information about an employee's attendance can determine their level of work discipline, salary, productivity, and the advancement of the institution. The purpose of this study is to identify and analyze the implementation of the Additional Income Policy for Civil Servants in the Local Government of Bengkalis Regency. The research method is descriptive qualitative. The number of research informants is 11 people, with the Head of the Apparatus Performance Evaluation Division as the key informant. The results of the study show that the implementation of the Additional Income Policy for Civil Servants in the Local Government of Bengkalis Regency has not been optimally implemented and needs further improvement based on indicators of policy standards and targets, resources, interorganizational relationships, characteristics of implementing agents, socio-economic and political conditions, and disposition. This is because the Additional Employee Income (TPP) is influenced by several aspects, including the level of satisfaction and motivation possessed by the employees. The conclusion of the study is that the implementation of the Additional Income Policy for Civil Servants in the Local Government of Bengkalis Regency has not been optimally implemented and needs further improvement based on indicators of policy standards and targets, resources, inter-organizational relationships, characteristics of implementing agents, socioeconomic and political conditions, and disposition. This is because the Additional Employee Income (TPP) is influenced by several aspects, including the level of satisfaction and motivation possessed by the employees. The author's suggestions in this study are to conduct comprehensive socialization regarding the policy standards and targets to all civil servants to ensure understanding and alignment of goals. Increase the number of staff in agencies involved in policy implementation to reduce excessive workloads. Implement the principles of transparency and accountability at every stage of policy implementation.
