Abstract
Protocol plays an important role in organizing an event so that it can run smoothly. Generally, protocol officers are responsible for managing and preparing all activities carried out by an organization or institution to ensure that the event runs well. However, in contrast to protocol activities in other institutions, the protocol staff in the Regional House of Representatives (DPRD) of Bengkalis Regency must have the ability to document every moment of the leadership during daily activities. Moreover, protocol officers must also be capable of writing news articles and press releases, which is not commonly done by protocol officers in other institutions. The purpose of this research is to identify and analyze the performance of protocol officers in the activities of the leadership of the Regional House of Representatives (DPRD) of Bengkalis Regency. The type of research is descriptive qualitative. The number of research informants was seven, with the Secretary of DPRD serving as the key informant. Data collection techniques were conducted through interviews, and data analysis in this study used the on-site data analysis technique developed by Miles Huberman. The research results showed that the performance of protocol officers in the activities of the leadership of the Regional House of Representatives (DPRD) of Bengkalis Regency has been implemented well but is not yet optimal and needs further improvement, especially in the indicators of efficiency, effectiveness, fairness, and responsiveness. The performance of protocol officers in the leadership activities of the DPRD of Bengkalis Regency demonstrates a high standard of professionalism. The planning and execution processes are carried out with detail and precision, responsiveness to issues is very good, and leadership and guest satisfaction are met. However, the number of protocol staff and the limitations of facilities and equipment are still inadequate. Schedule changes or sudden needs from the leadership or guests can disrupt the plans that have been made, requiring quick and efficient adjustments. Unexpected emergency situations require a rapid response, and if the team is not prepared, it can hinder effectiveness.
