Abstract

The purpose of this research is to analyze the Implementation of Law Number 21 of 2019 concerning Animal, Fish and Plant Quarantine of Riau at Syarif Kasim II Pekanbaru Airport (Study on Animal Quarantine) and what factors are the obstacles. The research method used is a qualitative method. The theory used is Edward III theory with the specified indicators, namely communication, resources, disposition and bureaucratic structure. The data analysis techniques used are interviews, observations and documentation studies. The data analysis technique used is descriptive analysis, which is a type of research that intends to describe events or data findings and symptoms that occur based on facts that appear or as they occur in the field at the time the research is carried out. Descriptive research aims to obtain information about actual or actual events about how the Implementation of Law Number 21 of 2019 concerning Animal, Fish and Plant Quarantine of Riau at Sultan Syarif Kasim II Pekanbaru Airport (Study on Animal Quarantine). The results of the research on the implementation of Law Number 21 of 2019 concerning quarantine certificates are not optimally implemented even though the regulatory policies of the Law have been enacted. This can be seen from the lack of understanding and knowledge of the public regarding Quarantine certificates and documents that must be completed when bringing in animals.
