Abstract

The Village Consultative Body is a body that functions to accommodate and channel the aspirations of the village community. The BPD has a very large role in the process of preparing Village planning and overall Village development with the Village Head. However, in the process of the BPD's existence, there are often various obstacles that cause the BPD's function to not run fully in accordance with the applicable Regional Regulations. In this case, the author tries to dissect the implementation of the BPD function based on Indragiri Hulu Regency Regional Regulation Number 3 of 2019 concerning the Village Consultative Body by taking the location of Lambang Sari I, II, III Villages located in Lirik District, Indragiri Hulu Regency. Through this paper, the author takes a sociological research approach by using data collection techniques in the form of questionnaires, and interviews to pay closer attention to the phenomena that occur in the interaction process of the existence of BPD for its functions. This research then concludes that the function of BPD based on Indragiri Hulu Regency Regional Regulation Number 3 of 2019 concerning Village Consultative Bodies in Lambang Sari I, II, III Villages, Lirik District, Indragiri Hulu Regency is not optimal. It is shown through the organization of deliberations that do not run regularly and the discovery of many BPD members who do not properly understand the duties and functions of the positions they hold. The limitations that affect BPD are inadequate human resources in the development of BPD in Lambang Sari I, II, III Village, Lirik District, Indragiri Hulu Regency.
