Abstract

In Law Number 23 of 2014 concerning Regional Government explains, Regional Government is the organiser of government affairs by local governments and the People's Representative Council according to the principle of autonomy and auxiliary duties with the principle of the widest autonomy in the system and principles of the Unitary State of the Republic of Indonesia as referred to in the 1945 Constitution of the Republic The law places the Regional Government and DPRD as the implementation of the Regional Government, basically the position of the Regional Government (executive) and DPRD (legislative) is the same, the difference is the functions, duties and authorities as well as their rights and obligations. Therefore, the relationship that must be built between the Regional Government and the DPRD should be a partnership relationship in order to realise good local government. As for the main problem in this study first, How is the implementation of the supervision function of the Pekanbaru City DPRD towards the implementation of Regional Regulation No. 8 of 2014 Regarding the second Waste Management, what are the obstacles to the implementation of the supervision function of the Pekanbaru City DPRD towards the implementation of Regional Regulation No. 8 of 2014 concerning Waste Management. The author uses the Sociological Empirical law research method, which is a research method that reviews the function of a law or rule in terms of its application in the scope of society. This research method is also called sociological law research, this is because the method in this research is also carried out research related to people in living a relationship in life related to other people or society. so that the reality that occurs is taken in a society, legal entity or government agency. xi The results of the research that the author found in the Pekanbaru City DPRD so far have not been maximised in carrying out the supervisory function, this statement is supported by the results of the cusioner survey that the author distributed to several people who were directly affected by this waste accumulation. Around 66% of respondents gave their response regarding their dissatisfaction with the supervisory function carried out by the Pekanbaru City DPRD because there were several obstacles that were the reason for the lack of maximum supervision function, such as the late auction schedule carried out by the Pekanbaru City DLHK to the third party, resulting in a vacancy in the waste management, plus the number of The problem is also found in human resources from Pekanbaru City which is still low in their awareness to dispose of waste into the polling stations that have been provided by the DLHK, so that this becomes homework for all layers of stakeholders in creating and maintaining the City's environment to stay clean and protected from household production waste etc.
