Abstract

The objective of this research is to identify and analyze the implementation of the Digital Population Identity (IKD) policy in Pekanbaru City. The research type is descriptive qualitative. The number of informants is 20, with the Head of the Population and Civil Registration Office of Pekanbaru City as the key informant. Data collection techniques include interviews, and data analysis in this research uses the on-site data analysis technique developed by Miles and Huberman. The research results indicate that the implementation of the Digital Population Identity (IKD) policy in Pekanbaru City has not yet been fully optimized. This is due to the fact that the technology used in IKD is sufficiently advanced and meets the needs. However, there are some technical issues, such as slow network speeds or server downtimes at certain times. Field implementers have received adequate training, as evidenced by their ability to operate the system and assist the public. The implementation of the Digital Population Identity (IKD) policy at the Population and Civil Registration Office of Pekanbaru City has shown significant progress, but there are still challenges that need to be addressed to achieve higher effectiveness and efficiency. It is recommended to recruit additional staff to reduce the high workload and ensure more optimal service, as well as to strengthen coordination and communication by improving coordination and communication between the Population and Civil Registration Office and related agencies, such as internet service providers and other government institutions, to ensure comprehensive support in the implementation of IKD.
