Abstract

This research was conducted to assess the extent to which the implementation of long segment-based contract road maintenance has been achieved on the Kuansing-Muara Lembu-West Sumatra border national road. Reviewed the types of damage, optimization of budgeted funds and achievements in implementing road performance indicators in accordance with the special conditions of long segment contracts. Roads are basic infrastructure that needs to be maintained throughout the year, to maintain the condition of the road in accordance with its planned lifespan. Since 2015, the Ministry of Public Works and Public Housing has formed the Road Preservation Directorate General of Highways, implementing a Long Segment preservation program. The method used in this research is quantitative analysis by collecting cost data and road quality data. Cost data is obtained through financial records and budget reports from relevant agencies, while road quality data is collected through field surveys and direct measurements. This study involves several parameters including; condition of the road structure, type of road damage and budget feasibility conditions. The results of the research on the Kuansing - Kuantan Bay - West Sumatra boundary section showed that there were various damage conditions, namely 317 holes, 140 points of striping/peeling, 173 edge cracks and crocodile skin cracks, 32 points of grooves/rutting. The distribution of budget allocations is not in accordance with field conditions, and is not sufficient to deal with any existing damage. And fulfilling performance indicators cannot yet be fully implemented because it is necessary to determine the handling priority scale carefully and accurately according to the conditions so that the road's functionality is maintained.
