Abstract

The enforcement of Regional Regulations (Perda) on Public Order in Bengkalis Regency is the primary duty of the Civil Service Police Unit (Satpol PP), which plays a crucial role in maintaining public order and security. However, the capacity of Satpol PP in carrying out its duties still faces various challenges that affect the effectiveness of law enforcement in the field. This study aims to analyze the capacity of Satpol PP in enforcing the Public Order Perda by examining aspects of personnel skills, operational systems, and partnerships with relevant institutions and the community. Using a qualitative method with data collection techniques through interviews, the research findings indicate that while the duties of Satpol PP in Mandau District have been carried out effectively, practical skills of personnel still need improvement to better adapt to social dynamics in the field. In terms of the system, operational procedures have been implemented, but there are still challenges related to budget constraints, operational facilities, and a limited number of personnel. Partnerships with other institutions have been effective, but public outreach, especially to vulnerable groups, needs to be strengthened with a more humanistic approach and the involvement of community leaders. In conclusion, the capacity of Satpol PP in enforcing the Public Order Perda in Bengkalis Regency requires further strengthening in several key aspects. Enhancing personnel skills, providing adequate budget and facilities, and adopting more inclusive outreach strategies are essential steps to ensure the effective enforcement of the Perda and the creation of a more orderly and secure environment.
