Abstract
Civil Servants are government officials who serve as drivers of government bureaucracy and work based on the guidelines in Government Regulation Number 94 of 2021 concerning Civil Servant Discipline. Problems that occur in the field include: 1. There are still many Civil Servants who are unemployed rather than completing their work and during working hours there are still some employees who do not work according to their duties, instead carrying out activities that are unrelated to their duties, 2. There are still many Civil Servants who are late to work or leave the office before time, and 3. There are still many Civil Servants who provide services to the community who are less effective in carrying out their responsibilities in carrying out their duties. This study aims to determine the implementation of the Government Regulation on Civil Servant Discipline at the Kepenuhan District Office, Rokan Hulu Regency and to determine the factors inhibiting the implementation of government regulations on Civil Servant Discipline at the Kepenuhan District Office, Rokan Hulu Regency. The concept used in this study is the implementation concept put forward by George C. Edwards III, Indicators in this study include Communication, Resources, Disposition, and Bureaucratic Structure. This research uses a qualitative research method with data obtained through interviews, observations, and documentation. The results of the study show that the implementation of the Government Regulation Policy Number 94 of 2021 concerning Civil Servant Discipline in the Kepenuhan District, Rokan Hulu Regency, especially in terms of providing good services and discipline by Civil Servants as a whole has not been implemented sufficiently. The inhibiting factors include employees who do not understand the policy, low capacity of policy implementing resources, lack of understanding of SOPs, and lack of strict law enforcement from the leadership.
