Abstract

The main problem for the Riau Provincial Government in managing regional assets at this time is related to administrative irregularities in controlling asset inventory, such as the absence of appropriate ownership documents. This research aims to determine and analyze the governance of the use of regional assets for official vehicles at the General Bureau of the Regional Secretariat of Riau Province. The theory used according to Handoko (2019: 8) regarding governance for the use of official vehicle assets. This research method is descriptive qualitative, using data collection techniques, namely observation, interviews and documentation. The results of the research explain that the management of the use of regional assets for official vehicles at the General Bureau of the Regional Secretariat of Riau Province is going quite well, this can be seen from the three indicators of asset governance, namely planning, implementation and supervision. However, obstacles are still found when viewed from planning indicators, regional financial capacity related to the ability to allocate budgets for both maintenance and security, implementation factors are human resources which are still lacking and understanding of applicable laws and regulations regarding regional asset management is still low. . Judging from supervision, from organizational and managerial views, namely the awareness of each employee, especially the goods handlers in each OPD. There is a need to improve the quality of Human Resources for managing fixed assets/regional property as well as the commitment of the leadership.
