Abstract

The Child protection is an effort made to create conditions to get their rights and obligations for the development and growth of children both in terms of physical, mental and social. Therefore, children are part of human rights that must be protected, and fulfilled by parents, families, communities, governments and states. This crime against children is classified as an Extraordinary Crime because the damage it causes has threatened the future of the nation's generation. Many studies reveal how high the incidence of sexual crimes against adults. Based on data from the Riau Regional Police, there were 105 cases and Pekanbaru became the highest area in 2023, with 90 cases. And this shows that cases of immoral crimes against children by adults have increased with the development of Pekanbaru City with its increasingly heterogeneous community life. The main problem in this study is what are the factors that cause immoral crimes against children by adults in the jurisdiction of Riau Police and how the Modus Operandi that the perpetrators do to victims in immoral crimes committed by adults in the jurisdiction of Riau Police, and how efforts are made by law enforcement officials against children in the jurisdiction of Riau Police. This research uses observational research by means of a survey, namely research that is directly carried out in the field on the object of research with interviews to obtain the necessary data to be used as scientific writing material. While in terms of its nature, this research is descriptive, namely a study that intends to provide a detailed and clear description of the factors that cause immoral crimes against children by adults, how the modus operandi of immoral crimes against children and what efforts are made by law enforcement officials in overcoming immoral crimes against children by adults in the Riau Police Law Area.
