Abstract

Policy is a series of concepts and principles that serve as a guide for action in a job, leadership, or guidance for action. Policy is closely related to governance and affects the livelihoods of citizens. Stunting is a condition related to the height of a child that is much shorter than other children, or what is commonly known as growth failure in toddlers. This study aims to understand and analyze the implementation of local government policies in reducing the prevalence of stunting in Bagan Barat Sub-District, Bangko District, Rokan Hilir Regency. This research is qualitative with a descriptive method. There were 7 informants, with the Head of the Health Office Secretary as the main informant. Data collection techniques used interviews and observations, where data analysis used Miles Huberman's data analysis technique. Based on the research results with indicators according to Edward III's theory, namely communication, bureaucratic structure, resources, and attitude of implementers, it is known that the implementation of local government policies has been carried out but is not yet optimal and needs to be improved. In addition, there are several obstacles in implementing these policies, including parenting patterns that affect immunization and exclusive breastfeeding, inadequate sanitation, lack of community understanding of the information provided, economic factors that affect nutritional fulfillment, especially in the first 1000 days of life to prevent stunting. In conclusion, the implementation of local government policies has been carried out but is not yet optimal and needs to be improved based on communication, bureaucratic structure, resource, and implementer attitude indicators. The most impactful indicator is resources because both cadres and communities play a role in reducing stunting rates in Rokan Hilir Regency
