Abstract

Public services are still a problem often discussed by the community—especially the problem of public services in the licensing sector at the DPMTSP office. So, following the trend of the digitalization era, many government institutions utilize digital-based services. So, this study aims to analyze the licensing service program based on Online Single Submission in the licensing sector in Rokan Hilir Regency. In addition, this study also aims to analyze the obstacles and supporters of the OSS program in serving licensing to the community. This study uses qualitative analysis. Secondary research data were obtained from interviews with key informants and informants. Secondary data for this study were obtained from documents and archives of the Rohil DPMPTSP office. Primary and secondary data were analyzed using a qualitative approach. The results of this study indicate that from the target accuracy indicator, it was found that this OSS program was right on target. The OSS program has been socialized online in the mass media and on information boards in crowded centres. The OSS program objective indicator was appropriate for facilitating digital-based licensing services. The OSS program result monitoring indicator positively impacts the community and is running well. This study concludes that the OSS program in the Rokan Hilir district has been running optimally. The factors that support this research are from the perspective of DPMPTSP human resources, which have been professional in providing OSS-based services. Inhibiting factors are still found in the constraints of network facility support that need to be improved.
