Abstract

The regional inspectorate holds a subordinate position to the regional head, a placement often criticized for undermining the effectiveness of the inspectorate's role as a supervisor. This structural limitation makes it challenging for the inspectorate to perform its function as the internal supervisor of regional government objectively and independently. One of the solutions proposed to minimize corruption within the local government environment is to optimize the role of the Regional Inspectorate through its duties and functions, which are reflected in well-prepared regional financial audit reports. Achieving high-quality audits, however, requires support from competent auditors. This study aims to understand and analyze the role of the Inspectorate as an internal supervisor of the Regional Government of Riau Province. The research type is qualitative, involving 11 informants, with the Inspectorate Head serving as the key informant. Data collection was conducted through interviews, and data analysis employed an on-site data analysis technique developed by Miles and Huberman. The study's findings reveal that the role of the Inspectorate as an internal supervisor of the Riau Provincial Government has been performed well but remains suboptimal and requires further enhancement. The Inspectorate serves a highly strategic role in ensuring the accountability and transparency of governance. Through administrative supervision, financial audits, corruption prevention, and performance evaluations, the Inspectorate in Riau Province is expected to foster a government that is more efficient, effective, and free from abuse of power. Despite various challenges, improvements in human resource capacity, better coordination, and the utilization of technology can enable the Inspectorate to fulfill its role optimally for the advancement and welfare of the people of Riau Province.
