Abstract

This research is conducted based on the phenomena occurring in the Village Consultative Body (Badan Permusyawaratan Desa or BPD) of Pesajian Village, Batang Peranap Sub-district, Indragiri Hulu Regency. Some of the phenomena in the BPD of Pesajian Village include the suboptimal performance of the Village Consultative Body in carrying out its tasks and functions, the insufficient competence of the human resources involved in the Village Consultative Body, and the inadequate fulfillment of the role of accommodating the aspirations of the community by the Village Consultative Body. The purpose of this research is to determine and obtain information on whether the Village Consultative Body of Pesajian Village, Batang Peranap Sub-district, Indragiri Hulu Regency has fulfilled its tasks and functions in the creation of village regulations based on Regional Regulation No. 3 of 2019 concerning the Village Consultative Body. The inductive conclusion drawing method is chosen to derive conclusions from specific to general aspects in this research. The findings of this study indicate that the Village Consultative Body of Pesajian Village, Batang Peranap Sub-district, Indragiri Hulu Regency has not performed well in fulfilling its functions in the creation of Village Regulations based on Regional Regulation No. 3 of 2019. The inhibiting factor for the lack of performance is the low participation of the Village Consultative Body's members themselves, which is caused by the lack of competence of the human resources. However, it is also found in this research that there are supporting factors for the progress of the Village Consultative Body of Pesajian Village, Batang Peranap Sub-district, Indragiri Hulu Regency. These supporting factors include democratic selection of BPD members, good culture, and a cooperative relationship pattern among the villagers.
