Abstract

Law enforcement against minor theft crimes regulated in the KUHP and KUHAP has received protests from the public, because the law enforcement process must run from the investigation stage to the verdict from the judge. According to many legal experts and the public, this is not commensurate with the losses generated, so law enforcement is needed with the concept of Penal Mediation understood as a form of approach to solving criminal cases by involving the perpetrator, victim, perpetrator's family, victim's family, and other related parties to seek a fair settlement. by emphasizing on restoring the situation as before and not to give retaliation. Penal mediation which aims to achieve justice that is oriented towards improving the relationship between the perpetrator and the victim. This study aims to examine how it is implemented and the obstacles faced by the Kuala Kampar District Police in implementing penal mediation in the settlement of minor criminal cases. The research methods carried out by the author in this study are Empirical law research methods. Where the writer uses Legal sources of primary law, secondary law and legal materials Interviews and interviews with related parties. Materials on Types and Solution of Light Crime Acts Police offices in Polsek Kuala Kampar. The penal mediation approach has been applied in the settlement of several minor criminal cases in the region Kuala Kampar Police. In terms of supervision of the Kuala Kampar Police Police provide assistance to legal rules, provide various facilities for community activities, providing easy access to community, as well as serving all the affairs that are needed by the community.
