Abstract

Labor productivity plays an important role in determining the success or failure of a project. It should be noted that not all subsidized housing implementation goes well according to plan, one of which is that there are still many factors that hinder the subsidized housing construction process. Obstacles that hinder labor productivity such as lack of motivation, lack of skills, inadequate working conditions, work equipment, limited resources, occupational health and safety issues, as well as work environment issues. The purpose of this research is to identify constraints to labor productivity in subsidized housing development project in Pekanbaru City and determine the main constraints from a series of indicators in the identified variables. The method used in this research is quantitative research method with descriptive data analysis and ranking analysis. Data collection was carried out by distributing questionnaires on subsidized housing development projects in Pekanbaru City using snowball sampling techniques to labor and foremen as many as 36 respondents and developers as many as 30 respondents with a total of 66 respondents. Processing of questionnaire data using the Microsoft Excel program and SPSS version 25.0 to describe the value of the results the study and get the mean value. From the research results according to the point of view of labor and foremen, the three main obstacles to labor productivity in subsidized housing development projects in Pekanbaru City are in the late payment indicator with a mean value of 4.61; bad weather conditions with a mean value of 4.47; and damaged materials/components with a mean value of 4.14. Meanwhile, from the developer's point of view, the three main obstacles to labor productivity in subsidized housing development projects in Pekanbaru City are undisciplined labor indicators with a mean value of 4.63; damaged materials/components with a mean value of 4.53; and bad weather conditions with a mean value of 4.50.
