Abstract
Motorcycle vehicles in particular are often modified by their owners so that they emit a loud and loud sound that disrupts traffic order and other motorists, motorcycles using Muffler Racing are still too many in the city of Pekanbaru. As for motorbikes with racing exhausts, they violate the provisions of Law Number 22 of 2009 concerning Road Traffic and Transportation, such as changing standard exhausts to racing exhausts, these vehicles are far from road-worthy requirements, often motorcycles that use racing exhausts do not exist. rearview mirrors and other equipment so that law enforcement is needed in accordance with Law Number 22 of 2009 concerning Road Traffic and Transportation. The main problem in this study is how to implement law enforcement against racing or noisy motorcycle exhaust modifications in the Pekanbaru Police jurisdiction and what are the obstacles/obstacles in implementing law enforcement against racing or noisy motorcycle exhaust modifications in the Pekanbaru Police jurisdiction. This type of research is Empirical Legal Research or by means of a survey, meaning that this research directly goes down to the research field to obtain data and information from respondents by means of interviews. The nature of the research is descriptive analysis. Sources of data were obtained from the Head of Traffic Unit of the Pekanbaru Police and the people of Pekanbaru City as well as library data such as laws and regulations, books, journals and articles related to research. This research was conducted at the research location at the Pekanbaru Police Traffic Traffic Unit. The results of this research are that it is known that the process of law enforcement against racing exhaust or noisy motorbikes, one of which is through pre-emptive efforts, namely educating or providing learning to the public regarding laws or rules for the community, preventive efforts, namely preventing violations of the law and repressive efforts, namely taking action against perpetrators of violations. These efforts are guided by Law Number 22 concerning road traffic and transportation, and the obstacles and obstacles experienced by law enforcers are that the community itself does not care about the existence of regulations governing racing exhaust motorcycles, there are also people who do not know ETLE (Electronic Traffic Law Enforcement) or applicable regulations regarding vehicle roadworthiness and limited police officers on duty in each area of Pekanbaru city.
