Abstract

The emergence of a premeditated crime of persecution that caused serious injuries greatly disturbed the community. In this case, when solving a problem of the crime of persecution, a lot of funds and energy have been spent on tackling a problem of the crime of persecution, but the results cannot be said to be satisfactory or not yet effective. In fact, there tends to be an increase in the number of cases of premeditated persecution that cause serious injuries, such as in the jurisdiction of the Pekanbaru Police, both in terms of quality and quantity. The main problems in this study are the factors that cause premeditated maltreatment of someone who results in serious injury, the modus operandi of planned maltreatment of someone who results in serious injury and knowing the efforts to deal with planned maltreatment of someone who results in serious injury in the jurisdiction of the Pekanbaru Police. The research carried out was an empirical legal research method using observation research or field surveys by direct surveys to the field, to collect primary and secondary data obtained from respondents either through questionnaires or interviews to be used as data or information as material in writing this research. Based on the results of the research, it can be understood that The factors that caused the planned persecution that resulted in serious injury to this person in the Legal Area of the Pekanbaru Police, were due to internal factors where environmental factors were more important which became internal factors in the Legal Area of the Pekanbaru Police and to external factors such as motivational factors from the perpetrators, target factors or the goal, the weak state of affairs at that time. So that the perpetrators of criminal acts have the courage to commit premeditated persecution that causes serious injury to someone. And every bad behavior is never far from the word mode, the perpetrators who commit crimes must have pocketed the name mode. The modus operandi is divided into the starting point for the act and the starting point for the act. Therefore the role of the Police in efforts to tackie the crime of persecution resulting in death in the preventive field is in the form of raids at night entertainment venues, carrying out routine patrol activities and conducting outreach to the public, while the role of the Police in the repressive field is carrying out investigations and investigations whose results will be submitted to the Prosecutor's Office.
