Abstract

This study analyzes how social feelings are for homeless and beggars in Pekanbaru City which are used as a reference for the Social Service and Satpol PP regarding Control and Development based on Pekanbaru City regulations No. 12 of 2008 to create a clean, safe and comfortable situation in Pekanbaru City, Riau Province. precisely Pekanbaru City has a large population and is also expected to work together to help the performance of the Social Service and Satpol PP in controlling and coaching. Therefore, in order to create a clean, comfortable and safe atmosphere in the city of Pekanbaru. As for this research, there are main issues that will be discussed, namely, How to Guidance and Control of homeless people and beggars by the Pekanbaru City Social Service and Satpol PP and secondly What are the obstacles faced by the Pekanbaru City Social Service and Satpol PP understanding, To answer the problems of this research, the authors used the Empirical Law method, with the interview method through an oral question and answer process that took place in one direction where the questions came from the interviewer and the answers weregiven by the interviewees. This study uses primary data and secondary data, with the purposive sampling method which is determined by the homeless and beggars in the study. The research results obtained that at the age of 0-10 years is the highest category of homeless and beggars in Pekanbaru City in 2021. The results of this study indicate that the Social Service Agency and Satpol PP are not sufficient enough considering that in handling control and coaching they still have deficiencies from several sides. The causes include the increasing number of homeless and beggars, limited budgets, limited places and shelter facilities and the community being able to provide assistance and support to the Social Service and Satpol PP in dealing with homeless people and beggars such as making donations, volunteering to become aid providers and providing opportunities for homeless people. in collaboration with business owner policies, sub-communities such as RT and RW can play an active role in reducing poverty by carrying out several business programs, this can anticipate the emergence of poverty which can result in individuals becoming homeless and beggars.
