Abstract

In Indonesia, the incidence of child sexual violence is increasing every year, with 7,004 children being victimized in 2021 and then increasing in 2022 as many as 8,820 children being victimized by sexual violence. Indonesia is a country of law that participates in world peace with human rights protection, child protection is an implementation of the principle of the state of law. Anak is a generation of people who are inseparable and have a role in the survival of a nation and a country. Then it's appropriate that all victims of a crime deserve protection. The main problem in this study is how the implementation of child protection as a victim of sexual violence by the Technical Implementation Unit of the Dumai City Women and Child Protection Area (UPTD PPA) and what obstacles are encountered in implementing the implementationThe protection of the victim's child sexual abuse. In this reearch, we use empirical legal research methods through a descriptive approach by directly researching the field in this case, namely in Dumai City's Technical Implementation Unit of Women and Children Protection Area (UPTD PPA). The data used in the study were primary data and secondary data derived from respondents through interviews and library tracing as writing materials in the study. Research results show that in the implementation of the protection of children of victims of sexual violence in Dumai City by UPTD PPA, the UPTD PPA provides the protection of their children.A juridical or legal assistance service during the judicial process, providing psychological services to the victim's traumatized children, providing social assistance by counseling or medical and social rehabilitation, providing referral services such as safe houses. The obstacles faced in the effectiveness of implementing child protection sexual violence are internal factors including lack of human resources, and lack of operational facilities and infrastructure. Meanwhile, external factors include a very large area of Dumai City, the age of the victim's children, the intention of the family to make complaints, lack of coordination between institutions, and lack of understanding of the community in the concept of child protection.
