Abstract
The consumer protection law is applied as a basic reference, based on article 1 point 1 of the Consumer Protection Act it is stated that consumer protection is all efforts that guarantee legal certainty to provide protection to consumers. Regulations regarding consumer protection stipulate that business actors are obliged to be responsible, to compensate for losses caused by the use of the services they trade or because of the purchase and use of services that are contrary to the agreement. Main issues raised in this study. First, regarding how is Barbershop Mubarok accountable for losses incurred to consumers in Bengkalis District, Bengkalis Regency. Second, regarding what are the inhibiting factors or obstacles in implementing Barbershop Mubarok's accountability for losses incurred to consumers in Bengkalis District, Bengkalis Regency. This research can be grouped into observational research using surveys, meaning that research is carried out by researchers who go directly to the research location to find more accurate information and data. This research determines the sample from the population using the interview method as a primary data collection tool. It is descriptive in nature, meaning that this research provides an overview, presents facts clearly and systematically. The results of the research and discussion are first, the accountability of Barbershop Mubarok for losses incurred to consumers in Bengkalis District, Bengkalis Regency is seen from several aspects, namely the accountability of Barbershop Mubarok for losses incurred to consumers and the accountability of Barbershop Mubarok seen from the consumer aspect. Second, the inhibiting factors or obstacles in the implementation of Barbershop Mubarok's accountability for losses incurred to consumers in Bengkalis District, Bengkalis Regency are seen from several aspects, namely the inhibiting factors from the consumers, the inhibiting factors from the business actors and the inhibiting factors from the government.
