Abstract

Time and costs management is an activity to control costs, time and work resources in order to construction projects are effective and efficient so that construction projects can be carried on time and avoid losses. In the implementation of a project is very rarely found on time as well as the progress of the work being done. To pursue with delays in project implementation, acceleration of implementation is also needed, and to avoid losses in a project and can predict it against the cost of completing a project. To find out the values of the Schedule Variance (SV) and Cost Variance (CV), the values of Schedule Performance Index (SPI) and Cost Performance Index (CPI) , determine the performance of time and costs in the implementation of the Pangkalan Kasai Public Health Center development project. Evaluating the time and cost of constructing the Pangkalan Kasai Public Health Center uses the Earned Value (EV) method. Earned value is a result value concept method that can evaluate project performance, with its parameters SV, CV, SPI, CPI. From the results of the analysis Analysis on the construction of the Kasai Base Public Health Center it was found that the evaluation of time and costs using EV are; the smallest SV value is in the eighth week, where there is a delay in the eighth week worth (Rp. 79.562.218,87). The biggest SV value is in the twenty-fifth week worth (Rp. 155.963.542,92) due to the completion of all work in twenty-sixth week. The cumulative SV value in the twenty-fifth week is negative (Rp. 214.325.235,19) which means the project time is not according to plan, while all CV values are positive. If the CV value is positive, the cost are below the plan. If the value of CV=0 according to the planned costs and if the CV value is negative the costs is above the plan. and for the average SPI value of 26 weeks of work obtained <1 which means the project work is slower than planned, the average CPI value is >1 which means the cost is lower than planned,of the Pangkalan Kasai Public Health Center, Siberida district did not match the plan which in the end the work was terminated.
