Abstract

This research examines the policy dynamics of service rates for vehicle parking in Pekanbaru City. This research aims to examine the policy dynamics of service rates for vehicle parking in Pekanbaru City. The research is descriptive with qualitative methods, namely research that attempts to describe the object or subject being studied according to what it is, as well as explaining the variables and indicators. In this research, researchers took an approach using dynamics theory to look at the policy for determining rates for vehicle parking services in Pekanbaru City based on the "Four Is," namely: ideas, interests, institutions, and individuals. The results of research regarding the dynamics of policy for determining vehicle parking service rates in the city of Pekanbaru were analyzed using these four indicators. First, an idea indicator where the policy for setting rates for vehicle parking services is a mutation of an idea due to problems that have occurred but have not been resolved by the rate-setting policy. Second, the interest indicator is the emergence of a policy for determining vehicle service rates by considering the economic interests of the Pekanbaru City Government in the form of increasing Pekanbaru City's PAD and social interests in the community, but the social interests in the community have not been achieved. Third, institutional indicators show that there is an organizational change in the Pekanbaru City Transportation Service as financial management at the Parking UPT, which has taken the form of a BLUD. The role of the institution in the form of the BLUD UPT Parking is influential so that there is flexibility, which creates the freedom to organize and regulate parking governance, thereby simplifying the mechanism for proposing rate changes. Fourth, individual indicators in the policy for determining parking service rates is the head of the transportation service. As the leader of the Pekanbaru City Transportation Service, the role of the Head of the Transportation Service is important in explaining these ideas if problems arise in the DPR or the community.
