Abstract

This research aims to determine the applica[ion collaboralive governance principles in handling violations of the 2020 Regent,Depufy Regent Election of Indragiri Hulu Regency and to identifr and explain the factors that hinder the application of collaborative governance principles in handling violations ofthe 2020 Regentu)eputy Regent Election ofIndragiri Hulu Regency. This method uses qualitative research me/hods as a technique for collecting data and direct interviews with informants such as the INHU Kajari, INHU Police Chief, INHU Bawaslu and the Community. The results of/he research show ihai the principle of collaborative governance is applied to handle electiompilkada criminal violations because i/ involves the Gakkumdu Center (Bawaslu, Police and Prosecutor's Office). Meanwhile, ethical and administrative violations are resolved by Bawaslu internally in the form ofdecisions or recommendations. The role of the community can be seen as reporting violations by regional election purlicipants and handling reporting violations. Meanwhile, the media plays a role in conveying information regarding Pilkada violations which are then followed up by Bawaslu (ethics and administrative) and by Gakkumdu (Pilkada crime). The factors that influence the application of collaborative governance principles in handling regional election violations include human resources supervision, governing regulations, information disclosure and political pressures ofpower. These jåctors determme whether or not the handling of regional election violations that occurred in Indragiri Hulu Regency will be ejective in 2020. The suggestion in this research is that in order to optimize the implementation of collaborative governance in handling regional election violations, it must be mutually agreed upon, especially in the Gakkumdu Center regarding information disclosure and investigation ofpublic reports related to violations. that happened. And also minimizingfactors that influence collaborative governance can be done by increasing human resources for maximum supervision and coordination in handling regional election violations, especially regional election crimes.
