Abstract

The electronic licensing that has been implemented by the DPMPTSPTK of Kuantan Singingi Regency is not yet well known or understood by the public. This is because there are still many people in Kuantan Singingi Regency who do not know the mechanism and workflow of IMB services, and are completely unaware of the existence of the SIPPADU website. The purpose of this research is to determine the implementation of public service innovation through the Integrated Licensing Service Information System (SIPPADU) at the Kuansing One Stop Service Investment Service and to determine the implementation of factors that inhibit public service innovation through the Integrated Licensing Service Information System (SIPPADU) at Kuansing One Stop Service Investment Service. The research method used is a qualitative research method with descriptive research type. Data collection was carried out by observation, interviews and documentation. The research subject was 1 key informant who was the head of the department, 5 informants. The theory used in this research refers to Rogers namely Relative Advantage, Compatibility, Complexity, Triability, dan Observasility. The results of the research show that the implementation of public service innovation through SIPPADU at the Kuansing One Stop Service Investment Service is already running, although it is not optimal because there are still people who do not understand the use of Sippadu and its online working system, sometimes there are network problems, but Sippadu innovation has been attempted by introducing and carried out by the work team and the SOP for implementing Sippadu has been implemented in accordance with the provisions and procedures. Factors that hinder the implementation of public service innovation through SIPPADU are limited resources and minimal information on outreach to the public.
