Abstract

This research aims to determine the implementation of waste management through the Main Green Sustainable Waste Bank at Pekanbaru Environment and Sanitary Office. The research method used in this research is a qualitative research method with qualitative descriptive data analysis techniques obtained from interviews and field observations. The theory used in this research is Edward III Theory with research variables including Communication, Resources, Disposition and Bureaucratic Structure. The results of the research show that the implementation of waste management through the Main Green Sustainable Waste Bank at Pekanbaru Environment and Sanitary Office has not been implemented well. From the Communication variable, there are still shortcomings in carrying out socialization. From the Resource variable, there is a lack of competency in human resources, budget and waste transportation fleet. From the Disposition variable, no incentives have been given to policy implementers or waste bank customers. From the variables of Bureaucratic Structure, SOP and fragmentation have been implemented well. Factors inhibiting policy implementation include lack of outreach to the community, inadequate human resource competency, lack of facilities and infrastructures, limited existing budget and lack of incentives.
