Abstract

The purpose of this study was to find out and analyze the effectiveness of civil servants in participating in leadership education and training in the Rokan Hulu district government based on indicators of adaptability, work performance and job satisfaction. The type of research used in this research is qualitative. There were 5 informants in this study with the Head of BKPP as the key informant. Data collection techniques by interviews and data analysis using Miles and Huberman techniques. The study concluded that the effectiveness of civil servants in participating in leadership education and training within the Rokan Hulu Regency Government was not optimal and needed to be improved and improved, especially on the indicators of adaptability, work performance and job satisfaction. Implementation of education and training is an integral part of personnel policy in the context of employee development as well as a means of coaching aimed at improving technical capabilities, as well as to strengthen the mental attitude of employees. Education and training as a learning process in the organization that leads to changes in employee attitudes and behavior to meet the expectations of work qualifications and the demands of organizational development both internally and externally.
