Abstract

Acts of violence against children are a shared concern. Therefore, society and the state must be made aware, urged, held accountable, and monitored to take responsibility in combating gender-based violence. This requires a fundamental shift in perception, viewing violence against women not merely as an individual issue but as a collective problem and shared responsibility. To understand and analyze the institutional accountability of the Women Empowerment and Child Protection Agency (DPPPA) of Dumai City in preventing violence against children. The study utilizes Mahmudi's theory of accountability, focusing on indicators such as legal and ethical accountability, process accountability, program accountability, policy accountability, and financial accountability. This research adopts a qualitative approach. The informants include 14 individuals, with the Head of the DPPPA Dumai City serving as the key informant. Data collection was conducted through interviews, and data analysis was carried out using Spradley's technique. The study reveals that the institutional accountability of the DPPPA Dumai City in preventing violence against children includes the establishment of clear policies to combat violence against children. These policies are implemented through various programs such as school outreach, community awareness campaigns, and the formation of complaint service units. However, the implementation of these policies faces challenges, particularly the lack of public awareness regarding the importance of reporting violence. The DPPPA has made efforts to reach out to the community through community-based approaches, but information dissemination remains uneven, especially in remote areas. The DPPPA Dumai City needs to conduct regular training to enhance staff competence in handling cases of violence against children, including training in psychology, mediation, and legal assistance.
