Abstract

Transportation or transportation problems are problems that are always faced by developed countries like Indonesia. One of the problems is the phenomenon of overdimensional and overloading violations in goods transportation. Over Dimension is a condition where the dimensions of the vehicle carrier do not comply with production standards and regulatory provisions, while Over Load is a condition where the vehicle carries cargo that exceeds the specified load limit. The problem of this research is what is the law enforcement process for overdimensional and overloading of trucks carried out by the Riau Province Transportation Service, what is the law enforcement process for overdimensional and overloading of trucks carried out by the Riau Regional Police Traffic Directorate, and what are the obstacles in law enforcement against overdimensional and overloading of vehicles? Trucks by the Riau Province Transportation Service and the Riau Police Traffic Directorate. The research method, namely sociological or empirical legal research, is research on legal identification and legal effectiveness in social dynamics, while its nature is descriptive. The results of the research and discussion show that the law enforcement process regarding overdimensional and overloading of truck vehicles carried out by the Riau Province Transportation Service is not yet effective because there is no deterrent effect for truck owners even though inspections and action have been carried out and vehicles that commit violations are recorded and given a sign. by spraying as a warning sign. The law enforcement process carried out by the Riau Regional Police's Traffic Directorate has been carried out but this process still cannot stop over-dimensionality and overloading of trucks. The obstacles are a lack of public awareness, whether it is a goods transport service provider with many trucks carrying goods exceeding the maximum load which have received warnings and action, a lack of relevant officers carrying out control on the highway when there are trucks carrying goods exceeding the capacity and the infrastructure to do so. Inadequate supervision and legal regulations governing the implementation of Road Traffic and Transportation are still ineffective and do not appear to be working.
