Abstract
The implementation of the IKD service program policy has not yet been fully optimized. Public interest in activating the IKD remains low. Another challenge is that many residents lack Android/iOS devices that support the IKD application, preventing them from obtaining a digital ID. Additionally, the SIAK system, which serves as the platform, often experiences errors, hampering the implementation of the IKD activation program in Dumai City. This study aims to examine and analyze the implementation of the Digital Residential Identity Program (IKD) at the Population and Civil Registration Office of Dumai City, using Edward III's implementation indicators: Communication, Resources, Disposition, and Bureaucratic Structure. A qualitative approach was employed in this research. The informants consisted of nine individuals, with the Head of the Population and Civil Registration Office as the key informant. Data collection techniques included interviews, and data analysis was conducted using the Miles and Huberman model. The study reveals that the Digital Residential Identity Program (IKD) represents an innovation in the digitalization of residential documents, aiming to enhance administrative efficiency, improve data accessibility, and support the transformation of technology-based public services. The evaluation of the IKD program implementation at the Population and Civil Registration Office (Disdukcapil) of Dumai City focused on four aspects: communication, resources, disposition, and bureaucratic structure. The implementation of the IKD program in Dumai City demonstrates efforts to realize more modern and efficient residential services. The Dumai City Disdukcapil has undertaken various outreach activities, such as disseminating information through social media, pamphlets, and direct activities at the sub-district level. However, public understanding of the benefits and usage of the IKD varies. Some residents in remote areas have not fully grasped the procedures for using the IKD application. Internal communication among staff has been relatively effective, particularly through regular meetings and clear task allocations. However, coordination with the information technology unit needs improvement to address recurring technical issues.
