Abstract
Imports of used clothing in Indonesia have increased significantly along with increasing consumer demand for more affordable products. Imported used clothing is generally much cheaper than local products, making it a choice for consumers from various economic backgrounds. However, this phenomenon has caused problems for the domestic textile and apparel industry, which must compete with these cheap imported products. As a result, many local producers have experienced declining sales and difficulty in maintaining their businesses. The continued presence of used clothing trade in certain areas in Indonesia is clear evidence that imports of used clothing are still occurring. One such area is Senapelan Market in Pekanbaru City, Riau. In a broad perspective, the existence of regulations on the prohibition of imports of used clothing has a complex impact and needs to be carefully evaluated. This policy raises questions about the balance between protecting domestic industries and the socio-economic impacts on traders and consumers, especially in Senapelan Market, Pekanbaru. Therefore, it is important to examine the implications of the policy of banning imports of used clothing comprehensively and find the right solution for all parties. This study uses empirical legal research techniques. Data collection techniques through observation, interviews, and literature studies. The subjects in this study were the Head of the Market Division of the Pekanbaru City Trade and Industry Service, business actors, and consumers of imported used clothing at the Senapelan Market in Pekanbaru. The results of the study prove that the implementation has only reached the level of legal substance, while the level of legal structure and culture has not yet been implemented. In addition, consumers and producers are not aware of the impact of using imported used clothing so that it can be concluded that the existence of this regulation prohibiting the import of used clothing does not have any impact on the people of Pekanbaru City. The impact of Law especially regarding the prohibition of importing used clothing (thrift) in Pekanbaru City can be said to be not that great because traders can still carry out used clothing buying and selling activities. Only a few traders have received action and reprimands from the government which has resulted in the goods supplied having been empty for a long time and merchandise being quiet and reduced income.
