Abstract

Anambas Islands Regency Regency Regulation Number 2 of 2023 concerning the Master Plan for Tourism Development in 2023-2025. In the Regional Regulation, one of the regulations is the development of tourism destinations, including tourist attractions, public facilities, tourism facilities, accessibility, and communities that are related to each other and complement tourism in the context of increasing regional income. The purpose that the author wants to achieve in this study is to know and understand deeply the implementation of Regional Regulation No. 2 of 2023-2025 on the Master Plan for Tourism Development in 2023-2025 in order to increase Regional Original Income in Anambas Islands Regency. Also to Find Obstacles of the Regional Government of the Anambas Islands Regency in Implementing Regional Regulation Number 2 of 2023-2025 concerning the Master Plan for Tourism Development. The type of research used is the Empirical Juridis, which puts the research into a system of norm rules that exists in the current law and also the author performs observational research or observational research. i.e. the researcher directly conducts research on the research site to obtain the necessary data. The research results show a. Prior to the publication of Regional Regulation No. 2 of 2023 concerning the Master Plan for Tourism Development in 2023-2025, that the data on the target and realization of Tourism income in 2021 Anambas Islands Regency is known to be the amount donated from tourism income to the original income of the Anambas Islands Regency area, the realization of the achievement is Rp. 9,347,030,771.01. Furthermore, the realization of Tourism income in 2022 Anambas Islands Regency realized the achievement of Rp.12,772,154,264.97. Then, after the invitation of Regional Regulation No. 2 of 2023 concerning the Master Plan for Tourism Development in 2023-2025, data on the target and realization of Tourism revenue until December 31, 2023 of Anambas Islands Regency, for the realization of its achievement is Rp.12,635,788,562.00. b. The obstacles faced by the Anambas Islands Regency Government in increasing local revenue from the tourism sector are: 1) There is still low connection between tourism businesses, tourism sectors such as restaurants, restaurants and stalls, non-star hotel sector, travel bureau sector, tourism transportation sector, Money changer and stuff. 2) Less Communication and Publication. 3) The quality of human resources remains insufficient. 4) Transportation issues are caused by limited accessibility, inadequate port and airport facilities, and high transportation costs.
