Abstract

That the local government of Anambas stated the context of the importance of accelerating the implementation of goods and services procurement in order to increase the efficiency of local government budget management. Introduction of Circular Letter of Head of Government Procurement Policy Institute of the Republic of Indonesia Number 17 of 2022 greatly influences the acceleration of development. The type of research used is the observational research or observation research by interview. i.e. the researcher directly conducts research on the research site to obtain the necessary data. As for the formulation of the problem in this research is, How is the implementation of the Circular Letter of the Head of the Government Procurement Policy Institute of the Republic of Indonesia Number 17 of 2022 in improving budget efficiency in the Anambas Islands Regency? and What are the obstacles to the implementation of Circular Letter of the Head of the Government Procurement Policy Institute of the Republic of Indonesia Number 17 of 2022 in improving budget efficiency in the Anambas Islands Regency?. The implementation of Circular Letter of the Head of LKPP Number 17 of 2022 in Anambas Islands Regency is a positive step to increase budget efficiency through accelerating the procurement of goods and services. In 2022 the number of registered providers in the Anambas Islands Regency LPSE was 9 providers, then in 2023 78 providers were registered. So that it can be concluded that there has been an increase in the involvement of MSMEs in the LPSE of the Anambas Islands Regency. Based on the Consolidated Package List for the Procurement of Goods/Services of the Anambas Regency Government in 2024, there are 25 procurement packages. Then there are as many as 1264 packages of goods/services procurement through the E-Catalogue of the Anambas Islands Regency Government for the fiscal year 2023, out of the total PAGU of Rp. 129,224,078,711 with a total contract value of Rp. 121,261,118,873 so that the total budget efficiency value is IDR7,962,959,845. Faced with the following obstacles: 1. Technology and Network Infrastructure Limitations, 2. Limited Human Resource Capacity, 3. Geographic barriers, four. Logistics and Physical Infrastructure Limitations, 5. Coordination Between Weak Agencies and 6. Unoptimal Monitoring and Accountability. To overcome these obstacles, technology and network infrastructure improvement strategies are needed, intensive training for Human Resources, and strengthening coordination and supervision between local government agencies. Thus, the implementation of Circular Letter Number 17 of 2022 can be more effective in achieving budget efficiency in Anambas Islands Regency.
