Abstract

Regulation of the Minister of Law and Human Rights Number 8 of 2024 concerning the implementation of security and order in correctional work units in Article 25 states that they must comply with the rules of procedure.However, in practice, there are still many violations of the rules by prisoners. Violations of the rules that occur in the Class II B Rengat Detention Center include not following the guidance program, trying to escape, defrauding residents outside the detention center and ordering narcotics from outside the detention center into the detention center. The Class II B Rengat State Detention Center (RUTAN) in addition to providing guidance to prisoners is also intended to accommodate and provide guidance to prisoners. The hope for implementing prisoner guidance is that prisoners will not commit crimes again, become useful, active and creative individuals in building their nation and country, and gain happiness in this world and the hereafter. This hope will be achieved through guidance for prisoners. This guidance includes personality guidance and independence guidance. The purpose of this study is to examine the implementation of prisoner guidance in the Class II B Rengat Detention Center. This study has problem formulations, namely: How is the Implementation of sanctions against prisoners who violate the rules in relation to the guidance of Prisoners in Class II B Rengat Prison and What are the factors that cause prisoners to violate the rules and Obstacles to the guidance of prisoners in Class II B Rengat Prison The research method used in this study is observational research using descriptive analysis. The data collection tools used are primary, secondary, and tertiary legal materials. The data collection procedure or data collection is an interview study. The results of this study prove that the Implementation of sanctions against prisoners who violate the rules will be given a warning that creates light chaos and put in solitary cells for violators who commit serious categories. The guidance of prisoners in the Class II B Rengat State Prison is in accordance with Law Number 22 of 2022 concerning Corrections. The purpose of the principles of the guidance system is to improve the personality of the prisoners themselves. Inhibiting factors for prisoners in participating in the low level of coaching activity programs at the State Prison due to overcapacity of prisoners at the Class II B Rengat State Prison, so that the coaching program is less effective due to the lack of officers and the lack of facilities to carry out coaching.
