Abstract

One form of task and function of the village or village government is the physical development of the village. In the physical development of the village there are problems in the Balai Pertemuan and Jalan Usaha Tani. To find out this, the performance of the village government and inhibiting factors in Ujung Tanjung Village are needed. The theory used to analyze village government performance is Mansun(2014) with indicators of input, process, output, outcome, benefits and impact. Inputs include materials, labor, time and costs. The process is more about monitoring and improving what occurs. Output regarding the length of work time and completion according to target. Results are in accordance with the established budget and appropriate use of funds. Benefits are more about the level of community satisfaction and usefulness, while impacts are more about obstacles, problems and solutions.The research method used is descriptive qualitative using the Miles and Huberman model of data analysis. Based on the results of research conducted at the Balai Pertemuan, only has been completed, the improvements made include painting, replacing several floors and building stairs. The cementization of the Jalan Usaha Tani has been complete, but less than 300m of cementization has been carried out. The inhibiting factors that are often found in village development are the limited authority of the village government, finances, whether village funds or APBD, demands originating from the community. It is best for village officials to involve the community in the physical development of the village, foster village fund management, and be transparent. So that the wheels of government in physical village development can run optimally. Keywords: Community, government, development
