Abstract

This paper examines the efforts of members of the Rumbai Sector Police in dealing with narcotics abuse in the Rumbai area, and identifies what factors hinder the Rumbai Police in dealing with narcotics abuse. The purpose of this study was to find out what strategies or efforts were made by the Rumbai Police in tackling narcotics abuse, and to find out what factors hindered and supported the handling of narcotics abuse. The research method used in this paper is descriptive empirical legal research. The data collection method is Field Research or field research, which is conducted by interview technique, using primary data and secondary data. After all the data was collected, then the data was analyzed qualitatively. The results obtained from this study consist of three things, the first is; that abuse of narcotics is a criminal act regulated in Law no. 35 of 2009 concerning Narcotics. Second, that in the context of overcoming narcotics abuse, the Rumbai Police have implemented several strategies and special programs that can be classified as Pre-emptive Efforts, Preventive Efforts, and Repressive Efforts. In addition, this study also found several factors that became obstacles that hindered the Rumbai Police in handling criminal acts of narcotics abuse, namely; there are limitations in personnel, facilities and infrastructure in carrying out their daily tasks and activities, limited information caused by low awareness and understanding of the community to report suspected criminal acts of narcotics abuse in their environment, and the last is related to budget constraints experienced by the Rumbai Police, especially since 2020 – 2021 in which the government is reallocating a large-scale budget to deal with the Covid-19 Pandemic disaster.
