Abstract

The Tanjung Buton Industrial Area is a Regional Government-Owned Enterprise of Siak Regency, aimed at becoming a competitive industrial zone to accelerate industrial development through the presence of domestic and foreign investors. This initiative is expected to enhance the local economy and increase Siak Regency's regional revenue. Investors are willing to invest when they see significant opportunities in the investment location. Under the Investment Law, the government holds the authority to regulate and manage domestic and foreign investors. As a legal entity, the government strives to attract investors to invest in both labor-intensive and capital-intensive projects, which are eventually formalized in a cooperation agreement. The method used in this research is normative legal research conducted through observation, focusing on addressing issues directly in the research location. Data was collected from the population using interviews and questionnaires as data collection tools. Following this, the data was processed to draw conclusions using a deductive method. This research is descriptive, employing clear and detailed explanatory statements. The research findings conclude that the implementation of cooperation agreements between the Siak Regency government and investors in the Tanjung Buton Area has seen low interest from investors in port development. The form and content of the agreements remain general, with provisions in each clause not detailed clearly. Dock facilities and supporting infrastructure are still inadequate and require further development throughout the port area. Besides legal factors, investors also consider political and economic factors before committing their investments. These three factors should be the focus of improvement by the government as a form of guarantee and assurance for investment comfort.
