Abstract

Children in conflict with the law are children who need special protection as stated in Law Number 35 of 2014 concerning child protection. Understanding efforts to provide protection for children in conflict with the law, all parties must interpret it comprehensively, not only children who are in conflict with the law. The problem in this study is how the role of the social service in carrying out social rehabilitation assistance efforts in the process of law enforcement against children who use narcotics in Indragiri Hulu Regency and what are the factors that hinder the social service from carrying out social rehabilitation assistance in the process of law enforcement against children who use narcotics in Indragiri Hulu Regency. This study uses This study is included in the observational research category (Observational Research). While seen from its nature is descriptive analytical. In this study, the researcher analyzed and examined real human behavior. This study was conducted by providing an overview by collecting data, analyzing and interpreting the data obtained clearly and precisely. Based on its source, the data consists of field data and library data. The types of data include primary data and secondary data. The results of the study indicate that efforts to assist social rehabilitation in the process of law enforcement against child drug users in Indragiri Hulu Regency, are that the Social Service has not carried out its role in rehabilitating child drug users. The Social Service of Indragiri Hulu Regency has several constraining factors that cause this to not be implemented, because there are obstacles in the process of assisting rehabilitation for child drug users that are not carried out properly. There are no special buildings and rehabilitation centers within the Social Service environment. The suggestion from this study is, the need for the construction and special social rehabilitation centers for child drug users owned by the government (Social Service). Increasing socialization to the community about the dangers of drug abuse, conducting regular meetings between the Indragiri Hulu Regency Social Service and various agencies that have special duties with the Health Service, Police, Prosecutor's Office, District Court in order to discuss cooperation between the two parties in efforts to prevent and handle drug abuse. The Social Service plays an active role in providing social rehabilitation services to children who use narcotics.
