Abstract

The lack of use and utilization of technology in Disdagtri has an impact on the many tasks that have not been well accommodated by the innovation program. This study aims to determine the Transforming Government process in realizing E-Government-based innovation at the Indragiri Hilir Regency Trade and Industry Office and the obstacles that occur. The theory named as the unit of analysis is the theory put forward by Gouillart and Kelly, with four indicators; Reframing, Restructuring, Revitalization, and Renewal. The method used is Qualitative with descriptive type. So the results of this study show; At the reframing stage, Disdagtri is still in the initial phase of building a common understanding of the importance of digital transformation. Meanwhile, restructuring in Distri has begun with steps to strengthen technological infrastructure, but is still limited to several parts of the organization. On the revitalization side, Disdagtri has begun to adjust to the demands and needs of the community, especially in presenting technology-based innovations. Furthermore, the renewal process in realizing E-Government-based innovation in Disdagtri has begun, but still requires time and greater support. Meanwhile, the obstacles that occur are divided into two sides, internal and external. The barriers that occur include; the absence of a vision that is constitutionalized in the form of policies or policies. Overall, Transforming Government at Disdagtri in realizing E�Government-based innovations has shown progress in several areas, but still requires greater support to be fully realized.
