Abstract
General elections are a means of implementing the principle of people's sovereignty based on Pancasila in the Unitary State of the Republic of Indonesia (NKRI). General elections are held to elect members of the DPR, DPRD I and DPRD II as well as to fill the membership of the MPR. General elections are held every five years at the same time and based on Pancasila Democracy. Voting is held Directly, Publicly, Freely and Secretly (LUBER). Observing its historical aspects, the 1955 Indonesian General Election was the first general election in Indonesia and was held in 1955. This election can be said to be the most democratic election in Indonesia. Even Indonesianists like Herbert Feith considered that the 1955 elections were the most democratic compared to the elections during the New Order government. The problem in this study is how is the comparison of the voting rights of the Indonesian National Armed Forces and the Indonesian National Police in the elections before and after the 1945 amendments and why the Indonesian National Armed Forces and the Republic of Indonesia National Police were not given their voting rights in the elections after the 1945 amendments. This is a library research method. Library research is research conducted with libraries in the form of books, notes and research reports of previous researchers, which are used as background information and then the nature of this research uses a normative juridical approach. The results of the study show that general elections (elections) are part of democracy and human rights which are always implemented and respected by every "state of law" or countries under "the rule of law. Comparison in the suffrage of the TNI and Polri before and after they have had their respective portions such as the situation of each order as in every citizen has the right to vote and the professionalism of their functions and duties has become increasingly solid after being released from political activity itself such as before the amendment of the TNI and POLRI had The Right to Vote in conducting or carrying out elections and when the amendment takes effect The Voting Rights of the TNI and POLRI may no longer be exercised because they have a dual function in their implementation.
