Abstract

Human trafficking is a crime that is increasingly common as a result of rapid technological developments. Human trafficking is a modern form of human slavery and is also one of the worst forms of violation of human dignity. The criminal act of human trafficking is proven by physical and sexual exploitation. The increase in human trafficking crimes is motivated by the high levels of unemployment and poverty that occur in Indonesia. The main problem of this research is the factors that cause the crime of human trafficking and the modus operandi used by perpetrators of the crime of human trafficking. The method used in this research is empirical legal research by conducting research on the factors that cause criminal acts in human trafficking in the jurisdiction of the Riau Regional Police. The nature of this research is descriptive, that is, it provides a clear picture by revealing the problem and what it is. From the research results, it is known that trafficking crimes are a worrying type of crime in Riau province, dominated by illegal migrant workers. Riau Province is used by human trafficking syndicates as a transit area before sending victims to destination areas, namely Malaysia, Cambodia, Dubai. The Riau Regional Police as a law enforcement agency in the Riau province carry out their duties in prevention, law enforcement and response efforts. The obstacles experienced by Riau Police investigators in carrying out law enforcement are the lack of budget funds provided to handle human trafficking cases and inadequate infrastructure.
