Abstract

Crime is a form of social phenomenon that often occurs anywhere and at any time when there is the opportunity and intention of the perpetrator, for example theft. In this way, the law exists as a form of prevention in an effort to minimize incidents or actions that have occurred so that these incidents or actions do not happen again and improve the behavior of someone who has been declared guilty (as a prisoner) in a correctional institution. The formulation of the problem in this research is what are the factors causing the crime of fertilizer theft in the Enok Sector Police in the jurisdiction of the downstream Indragiri Police, what is the modus operandi of fertilizer theft in the Enok Sector Police in the jurisdiction of the downstream Indragiri Police, and what are the police's efforts in dealing with cases of theft at the Enok Sector Police in the jurisdiction of the downstream Indragiri Police. The author chose the type of observational research by conducting a direct survey in order to obtain primary data and secondary data. In collecting data, the author interviewed several respondents, namely the Criminal Investigation Unit, the perpetrators of the theft, and the company. The factors that cause fertilizer theft are economic factors, environmental factors, educational factors, and law enforcement factors. The modus operandi carried out by the perpetrator was that the perpetrator carried out reconnaissance, the perpetrator developed a strategy, the perpetrator carried out reconnaissance and transferred fertilizer. Efforts to overcome theft can be carried out preventively and repressively. Preventive has the aim of taking preventive measures against various violations of norms by tightening security in company areas, providing counseling and outreach to the public and employees, while Repressive has the aim of taking action against violations of norms by perpetrators such as arresting perpetrators, interrogation and collecting evidence, and guidance.
