Abstract

Humans are creatures who cannot live without interaction, so living in society is an obligation that is necessary for life to take place. Basically, human life cannot be separated from the law, this is due to the central role of law in creating an atmosphere that allows humans to feel protected, comfortable and at ease.Gender- Based Violence is a form of deviant behavior that occurs in society. This violence is one form that is experienced by many women in various parts of the world, including in our country. This can occur in various forms, such as physical, psychological, sexual, economic violence, etc The problem formulation raised by the author is 1) How is the implementation of legal protection for women as victims of gender-based violence by the Pekanbaru City Women and Children Protection UPT. And 2) What are the obstacles faced by the UPT for the Protection of Women and Children in Pekanbaru City. In Providing Legal Protection to Women Victims of Gender-Based Violence in Pekanbaru City In this research, the author uses an empirical legal approach method and if viewed from its type, this research falls into the category of observational research which is carried out by direct research using data collection tools in the form of interviews and documentation. This research is descriptive analytical in nature, that is, the author intends to systematically describe the problems in this research. This empirical method not only approaches it in terms of legal rules but also the conditions that exist in people's lives. The research results explain that the occurrence of gender-based violence in the city of Pekanbaru is based on the gap between women and men. Where men here are elements of patriarchy who can do whatever they want with women. Implementation of legal protection for women as victims of gender-based violence by the UPT for the protection of women and children in the city of Pekanbaru. Based on the results of the author's interview with the head of the Technical Implementation Unit for the Protection of Women and Children in Pekanbaru City. The efforts made by the Technical Implementation Unit for the Protection of Women and Children in Pekanbaru City include psychological protection for victims, keeping the identities of victims and their families secret to avoid labeling and so on. And knowing that the obstacles faced by the Pekanbaru City UPT in providing legal protection are a lack of public understanding and awareness, social stigma, insufficient support services, and so on.
