Abstract

Transportation is an important aspect of human life, transportation helps facilitate humans in carrying out their activities. Water transportation or sea transportation is quite popular for people who live in water areas because water transportation is their main transportation. Given the importance of the role of sea transportation, it is necessary to look at how accountable it is in exercising the rights of consumers who use the services provided. The responsibility as a business actor towards consumer rights must really be carried out because of that Law Number 8 of 1999 concerning Consumer Protection exists in the midst of society as a foundation between consumers and business actors to carry out their respective rights and obligations. The main problems in this research are how are the responsibilities of business actors for consumer losses in goods delivery services via sea transportation (speed boat) and what are the inhibiting factors in carrying out legal protection for users of sea transportation services (speed boat) in Concong Luar. The research method used in this study, namely the type of research is empirical legal research or by way of direct surveys to research the field with data collection tools used by interviews. The nature of this research is included in the descriptive analysis, and the research was conducted in the Concong Luar Village. The results of the research obtained by researchers in the field show that there are still many consumers who have their rights harmed such as loss of shipments, damage, delays and the existence of consumer rights that are not fulfilled, such as the right to obtain responsibility in the form of compensation if consumers experience losses, both material and immaterial losses. The inhibiting factor in implementing legal protection is the lack of knowledge and awareness of Law Number 8 of 1999 concerning Consumer Protection.
