Abstract

In this research, researchers discovered a unique problem, namely that the development carried out in Pulau Birandang Village exceeded the existing APBDes for that year. In fact, in subsequent years it increased more than the existing APBDes in the following year. Based on the first indication of the problem, this is influenced by the leadership of the Birandang Island Village Head who is quite dominant, therefore researchers are interested in examining the leadership function of the Birandang Island Village Head. The aim of this research is to find out how the leadership function of the village head is in developing Birandang Island Village in Kampa District, Kampar Regency. For this reason, the author uses qualitative research methods as a technique for collecting data and direct interviews with informants and sources. The research results show that the leadership function of the Village Head in developing Birandang Island Village in Kampa District, Kampar Regency is very good, this can be seen from indicators such as: First Instruction Function In this indicator, the leadership of the Birandang Island Village Head has quite strong leadership skills and also good communication. Second Consultation Function On this indicator, the Village Head of Birandang Island carries out quite intense communication with various parties who will be able to assist in development. Third Participation Function In this indicator, the Birandang Island Village Head always involves community participation in carrying out development activities by carrying out two-way communication such as deliberations with stakeholders in the village, including the community. Fourth Delegation Function In this indicator, the Village Head of Birandang Island gives clear orders and delegations, Fifth Control Function In this indicator, the Village Head always controls both development and other community activities, and does not fail to carry out supervisory actions. The supporting factors in this research are First Political Elements, development in Pulau Birandang Village is very advanced compared to other villages because many influential figures come from Pulau Birandang Village, making it easier for the Village Head to establish communication and approach various parties in order to make it a success and obtain a development budget in Pulau Birandang Village. And Second is Characteristic Elements from the Village Head himself, whose leadership style is low profile and sociable, making it easier for him to gain the trust of various parties, so that many people want to do something for Pulau Birandang Village.
