Abstract
Since its independence, Indonesia has experienced a long journey in realizing democracy, albeit with significant challenges and dynamics. The 1945 Constitution remains the main legal basis despite political changes, and the country continues to develop democracy through general elections, active public participation, and an increasingly free media. The 2008 Political Party Law reflects fundamental changes in regulations related to formation, general elections, financing, transparency, and sanctions. In a presidential system, political parties have an important role in parliament, both as part of a coalition and as the opposition, reflecting the principle of checks and balances. Although the multi-party system has replaced the two-party system, challenges continue to exist in forming a stable and consistent coalitions The formulation of the problem in this study is: first, how to implement thePresidential Government System with Multi-Party in the Reform Era, and second, what are the advantages and disadvantages of the Presidential Government Systemwith Multi-Party The research method used in this study is a type of normative research, thisresearch generally aims to describe a problem being researched. Based on its nature,this research is literature by using primary legal materials in the form of laws and regulations, also using secondary legal materials, namely in the form of previous research such as papers, journals, and literature books related to the object of research, and also using tertiary legal materials in the form of dictionaries, encyclopedias. The results of this study are first, the presidential system of government with multi-parties in the reform era provides direct legitimacy to the president by the people, but its complexity creates challenges in forming a stable government coalition. Political parties tend to focus on practical interests rather than ideology or strategic programs, which makes it difficult for the president to maintain consistent legislative support for his policies. Although this system allows for broader representation of various community groups, it also faces challenges in forming an effective and stable coalition to support the government. Second, the Indonesian government system after the reform is presidential with multi-parties. The advantage is that it is more democratic because it better represents the wishes and interests of people from various backgrounds through political parties. However, the disadvantage is that it is difficult for the ruling party if it does not have an absolute majority.
